Sealed bids will be received by the Village of Silver Lake (“Owner”), at the office of the Treasurer, Village of Silver Lake, 2961 Kent Road, Silver Lake, OH 44224 on the 30th day of May, 2025 until 10:00 am current local time for the:

“Harriett Road Pavement

Reconstruction & Sidewalk”

and will be publicly opened and read immediately thereafter. Each bid must contain the full names of the party or parties making the same, with an affidavit as to interested parties, and in the case of a corporation not chartered in Ohio, with a proper certificate that such corporation is authorized to do business in Ohio, and shall be accompanied by a Bid Guaranty Bond for the full amount (100%) of the Bid, in favor of the “Owner” or a certified check, cashier’s check, or letter of credit pursuant to Chapter 1305 of the Ohio Revised Code, in the amount of 10% of the Bid, payable to the “Owner”.

It is agreed that the bid guaranty shall be for the benefit of the “Owner” pursuant to Section 153.54 of the Ohio Revised Code if the undersigned fails to execute the Contract in conformity with the Form of Contract incorporated in the contract documents and furnish Bond and insurance certificates within ten (10) days after the notification of the award of the Contract to the undersigned.

PUBLICATION SUMMARY

You are hereby notified that on April 21, 2025, the Council of the Village of Silver Lake, Ohio (the “Village”), adopted Resolution No. 27-2025 (the “Resolution of Necessity”), declaring it necessary to improve Harriett Road between the termini of Graham Road and Oakridge Drive and Graham Road between the termini of the western property boundary of 1618 Graham Road to the eastern property boundary of 1636 Graham Road by paving, grading, constructing and reconstructing concrete sidewalks, driveway approaches and storm sewers, appointing an assessment equalization board to hear objections relating to the Harriett Road pavement reconstruction and sidewalk improvement. The resolution approves the plans, specifications, profiles and cost estimate for the improvement; determines to assess a portion of the cost of the improvement against property benefited by the improvement; authorizes the preparation, filing and notification to property owners of the special assessment for the improvement; provides for the appointment of an Assessment Equalization Board if objections are filed; and provides for the method for payment of the special assessments. The resolution was enacted as an emergency measure and went into effect upon its adoption.
